Those are really his hands and feet. This guy's name is Dede Koswara, from Indonesia. He has a medical condition which essentially is warts gone crazy. In most humans, when they get a wart, it eventually goes away. Not for Dede. He gets lots of warts and they grow and grow. He's even had them removed before (with woodworking equipment), but they always grow back. He's called "Tree Man." And when I first heard of this dude, all I could think of was Seamus from Family Guy.
